Ketersediaan perbekalan farmasi berperan penting dalam pelayanan pasien bedah onkologi, terutama pasien Jaminan Kesehatan Nasional (JKN) rawat jalan yang membutuhkan obat dan bahan medis habis pakai (BMHP). Penelitian ini bertujuan menganalisis profil penggunaan dan biaya perbekalan farmasi pasien JKN rawat jalan pada poli bedah onkologi. Penelitian observasional retrospektif ini menggunakan data resep, billing, klaim, kode diagnosis, dan identitas pasien di poli bedah onkologi Rumah Sakit Universitas Airlangga periode Januari–Juni 2023. Data dianalisis secara deskriptif menggunakan metode ABC berdasarkan nilai pemakaian dan nilai investasi, serta analisis biaya INA-CBG dan non-INA-CBG. Terdapat 303 resep dari 98 pasien, berisi 86 jenis perbekalan farmasi yang terdiri dari 56 obat dan 30 BMHP, dengan total penggunaan 8.602 unit. Berdasarkan nilai pemakaian, obat kelas A, B, dan C masing-masing berjumlah 10 item (78,16%), 17 item (16,43%), dan 29 item (5,41%), sedangkan BMHP berjumlah 2 item (77,12%), 7 item (17,86%), dan 21 item (5,02%). Total biaya perbekalan farmasi sebesar Rp58.710.591, terdiri dari 86% biaya obat dan 14% biaya BMHP. Berdasarkan nilai investasi, obat kelas A, B, dan C berjumlah 1 item (78,35%), 3 item (13,73%), dan 52 item (7,92%), sedangkan BMHP berjumlah 6 item (76,34%), 6 item (18,15%), dan 18 item (5,52%). Rata-rata biaya perbekalan farmasi sebesar 22% dari tarif INA-CBG, sedangkan biaya non-INA-CBG per resep sebesar Rp463.056. Terdapat perbedaan pola analisis ABC antara nilai pemakaian dan nilai investasi, terutama pada kelas A investasi obat.

Abstract
The availability of pharmaceutical supplies plays an important role in the care of surgical oncology patients, particularly outpatient National Health Insurance (JKN) patients who require medicines and medical consumables. This study aimed to analyze the utilization and cost profile of pharmaceutical supplies among JKN outpatients at a surgical oncology clinic. This retrospective observational study used prescription, billing, claims, diagnosis code, and patient identity data from the surgical oncology clinic of Airlangga University Hospital from January to June 2023. Data were analyzed descriptively using the ABC method based on usage value and investment value, as well as INA-CBG and non-INA-CBG cost analyses. A total of 303 prescriptions from 98 patients were analyzed, comprising 86 types of pharmaceutical supplies, including 56 medicines and 30 medical consumables, with a total use of 8,602 units. Based on usage value, class A, B, and C medicines comprised 10 items (78.16%), 17 items (16.43%), and 29 items (5.41%), respectively, while medical consumables comprised 2 items (77.12%), 7 items (17.86%), and 21 items (5.02%), respectively. The total cost of pharmaceutical supplies was IDR 58,710,591, consisting of 86% medicine costs and 14% medical consumable costs. Based on investment value, class A, B, and C medicines comprised 1 item (78.35%), 3 items (13.73%), and 52 items (7.92%), respectively, while medical consumables comprised 6 items (76.34%), 6 items (18.15%), and 18 items (5.52%), respectively. The average pharmaceutical supply cost was 22% of the INA-CBG tariff, while the non-INA-CBG cost per prescription was IDR 463,056. Different ABC analysis patterns were found between usage value and investment value, particularly for class A medicines based on investment value.
